BEIJING, Sept. 8 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China Central Committee, president of the People's Republic of China, and chairman of the Central Military Commission, on Wednesday replied to a letter from students of the Beijing Normal University (BNU) who are participating in a teacher training program.
In his letter, Xi placed great expectations on the students, congratulated the faculty, students and alumni of the university on the occasion of its 120th anniversary, and extended greetings to teachers across the country ahead of the upcoming 38th Teachers' Day in China, which falls on September 10.
"Over the past year since you were enrolled in the program, through course study and offering teaching service in underdeveloped regions, you have enriched your knowledge, broadened your horizon and hardened the conviction of going down to serve at the grassroots. I am very glad to learn that," he said in the replying letter.
Xi noted that Beijing Normal University is the earliest modern teacher-training institution of higher learning in China and has cultivated a great number of outstanding teachers for the country. "I hope that you will carry forward the university's motto 'Learn, so as to instruct others; act, to serve as example to all,' waste no time and study hard, cultivate your moral character and improve your capabilities of teaching students both knowledge and the way of leading a rewarding life."
"I also hope that you will serve in places where the country and people need you the most after graduation, and work hard to become a qualified teacher with firm ideals and beliefs, moral sentiments, solid knowledge and benevolence so as to commit yourselves to nurturing a new generation of capable young people with moral grounding, intellectual ability, physical vigor, aesthetic sensibility and work skills for the socialist cause."
China launched a targeted program to train outstanding teachers for underdeveloped areas in its central and western regions in 2021. Under the targeted training mode operated by normal universities directly under the administration of the Ministry of Education and normal colleges at localities, the program is tasked with training about 10,000 teachers each year for primary and secondary schools in 832 counties that either have just shaken off poverty or are located in land border areas in relevant regions.
Recently, BNU student representatives in the program wrote a letter to Xi, in which they shared what they had learned since their enrollment in the program and expressed their resolution to teach at the grassroots after graduation.

BEIJING, Sept. 7 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, president of the People's Republic of China, chairman of the Central Military Commission and head of the Central Commission for Comprehensively Deepening Reform, presided over the commission's 27th meeting on Tuesday afternoon. At the meeting, the commission reviewed and adopted five documents. They are opinions on improving a new system for mobilizing national resources to achieve breakthroughs in core technologies in key fields under the socialist market economy, opinions on deepening the reform of the academician system, opinions on comprehensively strengthening the resource conservation work, a guideline on deepening the pilot programs for market-based transfer of use right to rural collective land designated for business-related construction, and opinions on further deepening reforms to promote the healthy development of rural medical and healthcare system.
While presiding over the meeting, Xi stressed leveraging the notable strengths of China's socialist system in pooling resources and efforts for major undertakings, reinforcing the leadership of the Party and the state in major scientific and technological innovations, giving full play to the role of market mechanisms, focusing on the country's strategic needs and ensuring better allocation of innovation-related resources. He also stressed efforts to build up China's strategic scientific and technological strength and greatly improve the systematic capabilities in making breakthroughs in science and technology research, so as to develop competitive advantages and seize the strategic initiatives in a number of key sectors.
Priority should be given to institutional improvement and the solution of outstanding problems as we endeavor to screen out the most brilliant candidates for academicians and give better play to their role, so that such title will assert itself as an academic honor as it should.
The new development philosophy should be applied in a comprehensive and accurate manner, in the conservation of resources in the whole process of the economic and social development and in its all fields. Efforts should be made to promote overall management, rational allocation, comprehensive conservation and recycling of resources, and to raise the utilization efficiency of resources including energy, water, food, land, minerals and raw materials, so as to expedite a fundamental shift in the way resources are utilized.
Work should be done to deepen pilot programs for market-based transfer of use right to rural collective land designated for business-related construction, during the process of which requirements must be strict and procedures standardized so as to explore solutions to deep-seated problems that have arisen during our reform.
It is important to build up a rural medical and healthcare system that fits the countryside and features quality and efficiency, so that residents could enjoy access to fairer and more systemic medical services in their vicinity.
Li Keqiang, Wang Huning and Han Zheng, members of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy heads of the Central Commission for Comprehensively Deepening Reform, attended the meeting.
It was noted at the meeting that, with the forces of the government, market and society well combined, national strengths should be mobilized, reasonably coordinated and relevant mechanism optimized to form a synergy in research so that a new national system will be built up to facilitate core technological breakthroughs in key areas. Strategic planning and systematic resources deployment should be strengthened and oriented to our national strategic goals, targeting key areas and important tasks that have a bearing on the country's industrial, economic and national security. Priorities and main tasks should be clarified to focus on key technologies that would enable our country to gain the upper hand in competitions and on basic and cutting-edge technologies that will steer the course for future development.
We should strengthen the centralized and unified leadership of the CPC Central Committee and establish an authoritative decision-making and command system.
We should build an organization and operation mechanism for making key breakthroughs in a coordinated manner, efficiently allocate scientific and technological forces and innovation resources, strengthen cross-domain and interdisciplinary efforts in research, so as to form a strong synergy in making breakthroughs in core technologies in key fields.
Efforts should be made to promote a better combination of an effective market and an efficient government, strengthen the dominant position of enterprises in technological innovation, accelerate the transformation of the government function in the management of science and technology, so as to create a better innovation ecology and stimulate enterprises in innovation.
It was stressed at the meeting that academician is the highest honorary title in the fields of science, technology and engineering in China. Academicians with the Chinese Academy of Sciences and the Chinese Academy of Engineering play an important role in promoting the independent development of high-level science and technology.
Since the 18th CPC National Congress in 2012, we have worked to improve the selection and evaluation mechanism of academicians, optimize the layout of disciplines, implement the retirement and exit system and advance the work and study style. The academician system has been continuously improved.
We should make it a great concern to select academicians from major scientific research projects and national programs, with contributions, academic achievements and ethics as the criteria to prevent unhealthy tendencies in the selection of additional academicians.
We should do whatever necessary to encourage and support academicians in devoting themselves to scientific research, advance their work and study style, and free them from interruption of non-academic factors.
We should strengthen supervision to intensify their sense of responsibility in the research ethics and academic norms, so as to create a better academic and scientific research environment.
Academicians should strengthen their political standing, enhance their sense of responsibility, and play an exemplary role in actively undertaking urgent, difficult, risky and important scientific research tasks, solving major original scientific problems, doing their part to purify the academic environment and training young scientific researchers.
It was noted at the meeting that conservation of resources is a fundamental national policy, and also an important mission for safeguarding national resource security and promoting ecological conservation and high-quality development. Since the 18th CPC National Congress in 2012, the strategy of encouraging conservation across the board has been deployed and implemented, and the intensity of utilizing energy, water and soil resources has been reduced. Efforts have been made to develop circular economy, advocate the exercise of thrift and oppose extravagance across the society and promote the conservation and utilization of resources with high efficacy and efficiency, and encouraging progress has been made. More endeavors are required to further conservation of resources in major areas such as energy, industries, construction and transportation, and the pivotal role of scientific and technological innovation should be given full play to promote energy-saving and low-carbon production. It is imperative to raise the awareness of thriftiness among the people, encourage simple, moderate, green and low-carbon ways of life and oppose extravagance and excessive consumption so as to create an atmosphere where all the people glorify thriftiness. Market- and law-based measures should be taken in an all-round manner to speed up building a mechanism forming the prices of resources, which corresponds to the extent of scarcity of resources, the expense of ecological damage and the cost of environmental pollution. The efficiency of energy, water and material consumption in key industries and major products should be constantly improved and gradually raised so as to facilitate the sound allocation and conservation of resources. It is imperative to balance the relationship between utilization and conservation, development and protection, locality and entirety, and short-term and long-term needs. We should not only bear firmly in mind the possibility of worst scenarios, carry out strict supervision and management and guard against and defuse major risks related to resources, but also take into account the actual need for social and economic development, according to the meeting.
It was stressed at the meeting that promoting the reform for the market-based transfer of use right to rural collective land designated for business-related construction is a matter that concerns the immediate interests of farmers and entails major adjustments of interests among various sectors, which should be carried out in a prudent and steady manner. The number of pilot counties (cities, districts) should be kept controllable. Equal market access should be given to both rural collective construction land and state-owned construction land to make sure they have the same right and price, on condition that they are in line with the planning policy, usage regulation and acquired in accordance with the law, so that they can be traded in a construction land market which applies the same rules in both urban and rural regions and subject to due supervision. We should continue to conserve land resources and use them efficiently, adhere to the principle of "planning ahead of construction", and lay out a balanced plan for lands of different usages. The public ownership of land must be firmly maintained, the size of arable land be kept from being encroached upon and the interests of farmers be well protected. We should secure the designation of permanent basic cropland, the red lines for protecting the ecosystems and delineation of boundaries for urban development.
It was noted that since the 18th CPC National Congress, the CPC Central Committee has attached great importance to the building of the rural healthcare system. A series of measures have been taken to improve infrastructures, strengthen the rank of medical workers and refine operating systems of healthcare institutions in rural areas. The rural healthcare service capacity has been continuously bolstered, with the basic healthcare service equally accessible to all rural residents. More efforts were urged to make an overall planning for county-based healthcare resources, optimize their distribution and ensure a rational allocation of healthcare resources in rural areas. To build a professional and standardized team of rural doctors, solid steps should be taken to enhance talent cultivation and introduction and solve the problems concerning rural doctors' salary and welfare. The healthcare capacity in rural areas should be further improved and the functions of the rural healthcare service system be strengthened. To safeguard people's health, more work should be done to enhance the capacity of disease prevention and control and speed up the building of a strong public health system.
Present at the meeting were members of the Central Commission for Comprehensively Deepening Reform. Leading officials of relevant departments of the CPC Central Committee and the central government attended the meeting as non-voting delegates. ■
SHENYANG, Aug. 19 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, president of the People's Republic of China, and chairman of the Central Military Commission, made an inspection tour of Liaoning Province in recent days. He required the province to implement the Party Central Committee's decisions and plans, uphold the underlying principle of pursuing progress while ensuring stability, balance COVID-19 control and economic and social development, and coordinate development and security. Xi also called for thorough implementation of the new development philosophy, resolutely promoting high-quality development, making solid progress in achieving common prosperity, and stepping up efforts to modernize the governance system and capacity. He required that Party building must be furthered with strict discipline, and local Party committees and governments must shoulder greater responsibility and make further endeavors in revitalizing Northeast China in the new era, strive to open a new chapter in the revitalization and development of Liaoning, and set the stage with concrete action to welcome the 20th CPC National Congress.
From August 16 to August 17, accompanied by Zhang Guoqing, secretary of the Liaoning Provincial Party Committee, and Li Lecheng, governor of Liaoning, Xi Jinping went to Jinzhou and Shenyang, where he visited a revolution museum, inspected a river and lake management project, an enterprise and a community.
On the afternoon of August 16, Xi Jinping went to the Liaoshen Campaign Memorial in Jinzhou. Over 70 years ago, under the leadership of the CPC, the people's army won this campaign against the Kuomintang forces. Xi visited the Entrance Hall, Hall of Campaign History, Hall of Supporting the Front and Hall of Martyrs. He recalled the liberation war history of Northeast China and how this important campaign was won, and commemorated the moving deeds of the people who did their best to support the front and the heroic acts of the martyrs who sacrificed their lives. Xi pointed out that the victory of this campaign gave expression to the great strategic insight and planning of Chairman Mao Zedong and other revolutionaries of the older generation. The decisive battles during the War of Liberation between our Party and the Kuomintang were not only a competition between military strength, but also more importantly, a struggle about winning people's support. The victory of the Liaoshen Campaign would not have been achieved without the staunch support of the people in the Northeast, neither would the victory of the Huaihai Campaign without the efforts of local people who used their handcarts to support the front, and nor would the victory of the Crossing-the-Yangtze Campaign without the endeavor of those who rowed their boats to ferry our soldiers.
Trust and support from the people are of vital political importance, which determines whether we will succeed or not with our cause. As long as our Party forever maintains close bond, and throws in its lot with the people, we will be able to pool great strength to surmount all difficulties and hardships, Xi said. Xi stressed that every Party member is obliged to study the history of the Party. He called for efforts to make it a routine and long-term work to study Party's history so that Party members will be guided to take such study as a compulsory and regular task.
Xi had a cordial meeting with representatives of veteran soldiers, senior comrades and relatives of revolutionary martyrs and expressed his sincere solicitude to them. He noted that the people in Northeast China not only made enormous sacrifices for the victory of the Liaoshen Campaign and the liberation of the region, but also made great contributions to the building of the People's Republic of China and the victory of the War to Resist U.S. Aggression and Aid Korea, which the Party and the people will remember forever. Numerous revolutionary martyrs sacrificed their lives for the founding of our socialist country. The nation is composed of people, and people are all that matter to the nation. We will never allow our socialist country to change its nature, and neither will the people. As a Chinese saying goes, "when drinking water from a well, you should never forget who dug it." Since the People's Republic of China was founded more than seven decades ago, with hard work by one generation after another, tremendous changes have taken place in our country. The people are living a moderately prosperous life, and the Chinese nation becomes a proud and active member of the international community. We will continue to march forward and work hard to realize the rejuvenation of the Chinese nation to console the souls of our revolutionary martyrs and forefathers. Party committees and governments at all levels should care about the veteran soldiers, senior comrades and relatives of revolutionary martyrs, and ensure that the veteran soldiers and senior comrades enjoy their retirement and Party's concern and care reach relatives of revolutionary martyrs. Our socialist country was not founded easily, and safeguarding it requires great responsibilities. We must tell the stories of the Party, revolution and heroes well and pass on the traditions of revolution to ensure that future generations carry on the revolutionary heritage of our socialist country, Xi said. Xi also wished the veteran soldiers and senior comrades sound health and a long and happy life.
Xi then arrived at the Donghu Forest Park in Jinzhou to inspect the local ecological remediation work. The park is located at the north side of where the Xiaoling River and the Nyu'er River converge. Jinzhou has taken comprehensive measures to improve the environment along the rivers since 2014. It has also built a green belt of more than 10 kilometers along the riverbank, creating a riverside fitness and recreation park shaped like a ribbon. Xi took a close look at the environment along the Xiaoling River. He noted that good environment is valuable assets for economic growth and social development in Northeast China, and it is also what the region can take advantage of in its revitalization drive. It is important to apply the concept of green development to ecological conservation, environmental improvement, production and manufacturing, the development of cities, the people's lives, and many other aspects so that work can be accelerated to construct a beautiful China. Ecological conservation is an endeavor that could significantly boost people's sense of gain and impress the people the most. It is imperative to manage ecological conservation of mountains and waters and environmental protection of cities in a holistic manner, allotting space to production, to daily life, and to ecological development in a reasonable manner, and building more public places for recreation, fitness and entertainment.
Xi was briefed on the province's flood control work on site. North China has recorded an above the average level of rainfall since the start of the year. Months into the flooding season, Liaoning has received multiple rounds of heavy rainfall, leading to crop damage and financial losses. With the support of relevant central authorities, the provincial Party committee and government have gone to all lengths to rescue and relieve the affected population, evacuating nearly 200,000 people without delay and ensuring them access to food, clothes, clean drinking water, safe interim accommodation and medical resources. Overall social stability has thus been maintained. Xi attached great importance to the rescue, relief and resettlement of those affected. Xi noted that August remains a key month for the North to prevent floods. Party committees and governments at all levels must continue putting people and their lives above anything else. They should enhance flood monitoring, ferret out and address risks and vulnerabilities in a timely manner, and make detailed and tangible efforts in carrying out flood control and disaster relief measures. And they should make appropriate arrangements for those affected to ensure their safety. It is important to devise proper plans for post-disaster recovery and reconstruction to help people restore their production and lives at an early date. It is also important to improve current mechanisms and institutions, better response plans, strengthen early warning and prevention of extreme weather conditions, and boost the capabilities of preventing and fending off floods and geological disasters, as well as capabilities for emergency rescue and disaster relief. At present, some localities are suffering from severe droughts, and concrete measures should be taken in response.
In the Donghu Culture Square, members of the public who were enjoying their leisure time or conducting cultural activities greeted the general secretary upon his arrival. Xi said amiably to them that the Chinese-style modernization is one featuring common prosperity, rather than prosperity for only a handful of people; it is a modernization with a coordinated development of material and cultural progress, which requires efforts to promote the fine traditional Chinese culture, make good use of the "red" revolutionary culture and develop the advanced socialist culture to enrich people's intellectual and cultural lives. The Party Central Committee attaches great importance to the revitalization of the country's northeast region. Since the 18th CPC National Congress, the Party Central Committee has implemented a strategy on deepening the revitalization of Northeast China. We have full confidence in an all-round revitalization of the Northeast in the new era, and we are looking forward to that. Jinzhou is a heroic city, and a city boasting a unique culture and profound historical and cultural heritage as well. I am glad to see that efforts in conservation and renovation have greatly improved the ecological and living environment here. I hope everyone could raise their awareness of environmental conservation and protection and make joint efforts in protecting their own home. I wish you all a better and happier life.
On August 17, Xi inspected the city of Shenyang. In the afternoon, Xi visited the Siasun Robot and Automation Co., Ltd. In the enterprise's exhibition hall, Xi was briefed about Liaoning's efforts in the revitalization of the northeast region in the new era, watched a special display of the province's advanced technological products, and inspected the company's production, operation as well as its work in independent innovation. In the company's factory workshops, tests of industrial robots, collaborative robots and specialized robots were being carried out. Xi asked the technicians and workers about the enterprise's research on core technologies and expressed acknowledgement to the achievements the enterprise has made in independent innovation and industrial development, saying that the company represents the Chinese speed and the Chinese proficiency.
Xi waved to representatives of workers and staff members who were gathering outside the workshops. Xi stressed that the CPC Central Committee has implemented the innovation-driven development strategy, paying special attention to independent innovation and creating an environment for innovation, with a view to improving China's industrial level and strength, and promoting China's transformation from a major economy to a strong economic power and a manufacturer of quality. With economic globalization encountering adverse currents and protectionism, we must keep our door open for development. We must develop our economy in a down-to-earth manner, and at the same time remain open and inclusive so as to create a win-win cooperation model for all to benefit. We should actively build a new development pattern with domestic circulation as the mainstay and the domestic and international circulations to promote each other, Xi said.
We should adhere to self-reliance, putting the development of the country and the nation on the basis of our own strength and firmly grasping the initiative of development. We must follow a path of independent innovation to fully build China into a great modern socialist country and realize the Second Centenary Goal. We should promote self-reliance and self-improvement in science and technology, seizing every minute to make breakthroughs in "bottleneck" problems, and striving to have the core technologies in key areas and equipment manufacturing industry in our own hands. Young people, full of vigor and vitality, are the hope of enterprise development. Party committees and governments at all levels should create an environment for fully stimulating young people's creativity, encouraging them to be brave in innovation and scale new heights in various fields and make greater contributions to the revitalization of Northeast China in the new era, Xi added.
Xi then went to Mudan community at Santaizi subdistrict of Huanggu District. Built in the 1980s, it has become a demonstration community with more than 3,000 households for grassroots governance after infrastructure renovation and service improvement in recent years. Xi walked into the community service center, activity center and elderly service center. From community workers, teachers and students of a happiness education class and elderly volunteers, he learned about local situations of Party building, living environment and services for residents. At a canteen for the elderly, Xi asked those having their meals there whether the food is expensive or not, whether the community service is good or not, and what difficulties they still have.
Xi walked into resident Li Shui's apartment and was shown around the kitchen, bathroom, bedrooms, etc. He then sat down in the living room and had a cordial conversation with the family. They told Xi that, thanks to the renovation of old residential communities, it was much warmer inside their homes in winter and roads were not water-logging any more. They said that they were happy with improved living environment. Now they don't have to worry about children's education or basic medical care for the elderly, and the friendly neighborhood is just like a big family. Learning that they are living a happy and hopeful life, Xi was very much gratified.
Bidding farewell to the residents, Xi stressed that the dream of building a moderately prosperous society in all respects and the dream of building a strong country as well as the Chinese Dream are all meant in nature to realize the people's dream of happiness. The ultimate goal of the CPC's endeavors is to seek happiness for the people. He pointed out that as a major aspect of the action plan for urban renewal, renovation of old residential communities is an important work that enhances people's sense of gain. The principle is to serve the people and make their life convenient and safe. More efforts should be made to further improve the living environment and upgrade facilities concerning the supply of water, electricity and gas, so as to better meet residents' daily needs and ensure their safety. Community services should also be boosted and the service provision functions of communities should be strengthened. The elderly and children spend more time in communities and their well-being is a major concern for most families, noted Xi. As China is stepping into an aging society, Xi emphasized the importance of developing old-age programs and relevant industries, and strengthening the construction of elderly care facilities in areas with adequate conditions.
The healthy growth of children has a bearing on the future of the country and the Chinese nation and on the well-being of millions of families, he said. Communities should carry out more off-campus activities for public welfare to ensure children's physical and mental health. He stressed that Party organizations at the community level should be strengthened and community-level work be enhanced. More resources should be allocated to communities so that the people feel the CPC serves the people wholeheartedly and is always with the people. Xi wished a better life for all in the revitalization drive of Northeast China in the new era.
Ding Xuexiang, Liu He, Chen Xi, He Lifeng and other leading officials of the central Party and government departments accompanied Xi during the inspection tour.
On the morning of August 17, Xi met with officers at or above senior colonel level and chief officers of regiment units in Shenyang. He extended sincere greetings to all officers and soldiers of Shenyang-based troops on behalf of the CPC Central Committee and the Central Military Commission, and had a photo taken with them. Zhang Youxia accompanied Xi during the meeting. ■

BEIJING, July 31 (Xinhua) -- The Central Conference on United Front Work was held from Friday to Saturday in Beijing. Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, attended and delivered an important speech.
In his remarks, Xi stressed that this year marks the centenary of the CPC's clear identification of its united front policy. It is imperative that we continue to ensure the patriotic united front develops in the right direction and accurately understand its historic position in the new era.
Xi defined the main tasks of the patriotic united front in the new era as follows: to follow the guidance of the Thought on Socialism with Chinese Characteristics for a New Era and uphold the CPC's leadership; to adhere to the path of socialism with Chinese characteristics and hold high the great banner of patriotism and socialism; to balance commonality and diversity, focus on the central task of economic development and serve the overall interests of the country; to advance with the times and innovate on the basis of what has worked in the past; to strengthen theoretical and political guidance, and fulfill the political function of gathering support and pooling strength; to promote harmony between different political parties, ethnic groups, religions, social strata, as well as our compatriots at home and abroad; to promote concerted endeavor of Chinese people at home and abroad and bring together powerful strength for building China into a great modern socialist country in all respects and achieving the great rejuvenation of the Chinese nation.
Li Keqiang presided over the conference. Li Zhanshu, Wang Huning, Zhao Leji and Han Zheng attended the conference. Wang Yang delivered concluding remarks.
Xi noted in his speech that the united front, as an important part of the Party's general line and general policy, has played a significant role in the different historical periods of China's revolution, construction and reform. Since the 18th CPC National Congress in 2012, the Party has implemented the national rejuvenation strategy within the wider context of once-in-a-century changes taking place in the world, and made comprehensive arrangements for united front work from the strategic perspective of national governance. Thus, we have made historic progress in united front work, with the united front demonstrating greater solidarity and dynamism while forging ahead to open up new horizons.
Xi stressed that we have developed, through practice, important thoughts on advancing the Party's united front work in the new era and put forward a series of new concepts, ideas and strategies to improve united front work. These mainly include the following twelve aspects: we must give full play to the role of the united front as an important means; we must secure support of the people and pool strength for our cause; we must strike the right balance between commonality and diversity; we must uphold, develop and improve China's new model of political party system; we must make fostering a strong sense of community for the Chinese nation the main task in the Party's work related to ethnic affairs; we must develop religions in the Chinese context; we must foster close bonds with non-CPC intellectuals and personages from new social strata; we must facilitate the healthy growth of the non-public sector of the economy and encourage those working in this sector to achieve success; we must exert the role of united front work to win hearts and minds of people in Hong Kong, Macao and Taiwan as well as overseas Chinese; we must strengthen the ranks of non-CPC representative figures; we must grasp the laws governing united front work; and we must enhance the Party's overall leadership over united front work.
The important ideas on improving the Party's united front work in the new era represent a crystallization of the Party's wisdom in developing the united front over the past century and serve as the fundamental guidelines for united front work in the new era. The whole Party must implement them fully and faithfully, Xi said.
Xi noted that the united front must be maintained for a long time to come as it is an important assurance for the CPC to defeat the enemy, to govern and rejuvenate the country, and to rally all Chinese people both at home and abroad to realize national rejuvenation. Gaining people's support and an advantage in strength is vital to the success of the cause of the Party and the people, and represents the number one consideration in politics. Great unity and solidarity are what united front work tries to achieve as it is essentially about winning people's support and pooling strength. To achieve this, it is crucial that we stay committed to the principle of seeking common ground while putting aside differences, carry on the fine tradition of remaining united while staying open to criticism, seek commonality while respecting diversity, and as a result, expand common ground and achieve the greatest possible convergence of interests.
The CPC leadership over all aspects of united front work must be secured. United front affairs are the work of the entire Party, which requires close attention and concerted efforts of all Party members. Efforts must be made to establish a pattern of united front work, with Party committees exercising unified leadership, united front departments being responsible for coordination and other relevant departments performing their respective duties.
Xi stressed that great changes have taken place in terms of the opportunities and circumstances united front work faces as well as the missions and tasks it shoulders. As profound changes unseen in a century are evolving rapidly in the world, the united front plays an even more important role in safeguarding national sovereignty, security and development interests. On our journey to build a modern socialist country in all respects and realize national rejuvenation, the united front plays an even more prominent role in focusing on the central task and serving the country's overall interests. As the structure of our society is undergoing a profound change, the united front plays an even more important role in bolstering the Party's class foundation and expanding public support for it. We must thoroughly understand the significance of developing and expanding the patriotic united front in the new era and effectively perform our duties with a strong sense of mission and responsibility.
The united front was created for the purpose of achieving solidarity, on the basis of which it has thrived, said Xi. The historic task of the patriotic united front in the new era is to promote great solidarity of all Chinese people. He said that to fulfill this task, we must balance our efforts to uphold the Party's leadership and to expand consensus, making tireless efforts to achieve the latter and effectively uniting all the Chinese people from different political parties, ethnic groups, social strata, social groups, with different beliefs and even living under different social systems. We must strike a balance between making obvious achievements and those that are substantial but less obvious, so as to uphold a right perspective on officials' performance and advance the Party's united front work steadily into the future. We need to balance principle and flexibility, abiding by principled guidelines and policies while adopting flexible measures and solutions when necessary. While taking a firm political stance and adhering to basic political principles, we should also adopt proper approaches and methods in line with specific cases. We should balance solidarity and struggle, being adept in carrying out struggle and improving our ability in this regard to strive for genuine solidarity that is indestructible.
Xi emphasized that since the 18th National Congress of the CPC, the Party Central Committee has attached great importance to united front work from an overall and strategic perspective. A series of significant laws and regulations have been promulgated and several important meetings have been convened, such as the Central Symposium on Tibet Work, the Central Symposium on Xinjiang Work, the Central Conference on Ethnic Affairs, and the National Conference on Religious Affairs. Specific requirements were put forward and comprehensive arrangements made for improving the Party's work related to ethnic and religious affairs in the new era, and these requirements and arrangements must be fully implemented. Xi noted that we must uphold and improve the CPC-led system of multi-party cooperation and political consultation, calling for efforts to uphold the Party's leadership, strengthen political guidance and improve systems and mechanisms so as to make such cooperation rule-based, orderly and vibrant in the new era.
We should strengthen united front work on non-CPC intellectuals and personages from new social strata. With the fundamental focus on building consensus and the aim of instilling love for the country and an enterprising spirit, we will encourage them to strive for success in their careers and make the best of their talent by devoting themselves to reform and innovation. We should also promote the healthy development of the private sector and encourage those working in the sector to achieve success. We need to help them to develop firm ideals and convictions and uphold core socialist values, to put into practice the new development philosophy and to nurture an entrepreneurial spirit, so that they become qualified builders of socialism with Chinese characteristics. Efforts should be made to strengthen the ranks of patriots overseas, and help more foreigners understand and become friendly to China, so as to boost exchanges and mutual learning between Chinese and foreign cultures. We should also do a good job in united front work online and practice the mass line through the Internet, Xi said.
Xi noted that to strengthen united front work in the new era, it is crucial to uphold the Party's leadership, so that the entire Party make concerted efforts and all relevant sectors act in a coordinated manner. Party committees and leading Party members' groups at all levels must fulfill their principal responsibility for putting united front work high on their agenda. All departments and units should better realize the importance of united front work and join hands to create a powerful synergy. United front work departments should enhance self-development and exert their important roles as advisors, organizers, coordinators and supervisors. Officials of united front work should strive to improve their capacity for political judgment, thinking, and implementation, master the art of work and improve methods of work to establish a good image for their departments and themselves.
Li stressed while presiding over the meeting that Xi's speech carries great significance. According to Li, Xi hailed the historic contributions united front work has made over the past century and its achievements in the new era, expounded on its new ideas, thoughts and strategies formed since the 18th CPC National Congress, and analyzed its historic position in the new era. Li said that Xi also proposed guiding principles, fundamental tasks, focus of work as well as policies and measures for improving united front work in the new era, which are of political, ideological and theoretical significance.
We should study and digest what Xi said to think and act in line with the guiding principles of his speech. The Party has established Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the significance of which requires our in-depth understanding, Li said. We should continue to strengthen our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; enhance our confidence in the path, theory, system and culture of socialism with Chinese characteristics, and uphold Xi's core position on the CPC Central Committee and in the Party as a whole as well as the Central Committee's authority and its centralized, unified leadership. We need to carry out all our tasks in line with actual conditions, and make unremitting efforts to build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful, and to realize the Chinese Dream of national rejuvenation, Li said.
According to Wang Yang in his concluding remarks, Xi's speech features great insight and rich connotations, elucidating a series of major theoretical and practical issues of united front work in the new era. Offering historic insight as well as theoretical and practical guidance, Xi's speech is a programmatic document containing the truth of Marxism.
Wang said that we should take studying and applying the guiding principles of the meeting as an important political task, deeply understand the decisive significance of the establishment of both Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and comprehend General Secretary Xi Jinping's important thought on united front work in the new era in a complete, accurate and comprehensive manner. Firmly grasping the historic position and key missions of the patriotic united front, we should also revolve around the Party's central tasks on the new journey in the new era to bring together the strength and will of the people.
Wang called for concrete efforts that live up to people's expectations and stronger awareness in political orientation, thinking, and action of the need to effectively carry out united front work in the new era. It is imperative to industriously offset our deficiencies, set a good example in shouldering responsibilities, and use our wits to ably perform our duties, in a continued effort to maintain and enhance solidarity, progress, pioneering spirit, and dynamism in the united front. We should reinforce the Party's leadership over united front work, further improve the working pattern of building a broad united front, and proceed from realities to implement the decisions and plans of the Party Central Committee in a creative manner, in a bid to write a new chapter in the cause of the united front.
Members of the Political Bureau of the CPC Central Committee, members of the Secretariat of the CPC Central Committee, relevant leading members of the Standing Committee of the National People's Congress, state councilors, president of the Supreme People's Court, procurator-general of the Supreme People's Procuratorate, and relevant leading members of the National Committee of the Chinese People's Political Consultative Conference attended the meeting.

BEIJING, July 30 (Xinhua) -- With the 95th anniversary of the founding of the People's Liberation Army (PLA) approaching, the Political Bureau of the 19th Central Committee of the Communist Party of China (CPC) held on Thursday afternoon the 41st group study session on further implementing the strategy of strengthening the military by training competent personnel in the new era.
Xi Jinping, general secretary of the CPC Central Committee, presided over the study session and delivered a speech. On behalf of the CPC Central Committee and the Central Military Commission (CMC), he extended festival greetings to all members of the PLA, the People's Armed Police Force, civilian personnel of the PLA, and members of the militia and the reserve forces.
Xi stressed that we should implement the strategy of strengthening the military by training competent personnel in the new era. By raising the capacity and competence of military personnel and comprehensively transforming personnel structure and layout as well as personnel development and management, we will cultivate a new type of high-caliber and professional military personnel that boast both moral integrity and professional competence. All these efforts are of great significance to realizing the Party's goal of strengthening the military in the new era and building it into world-class armed forces. The guiding principles of the Central Talent Work Conference should be carried out, and so should be those of the talent work conference of the CMC. Xi stressed that competent personnel will play a greater role in guiding and supporting the development of the military as we thoroughly implement our strategy.
Shen Zhihua, chief of the Institute for Military Political Work under the Academy of Military Sciences, gave a lecture on how to further implement the strategy of strengthening the military by training competent personnel in the new era and put forward his opinions and proposals.
In his remarks, Xi stressed that a pool of competent personnel is key to the building of strong armed forces. Since the 18th CPC National Congress in 2012, the CPC Central Committee and the CMC have prioritized the training of competent personnel in a bid to build a strong military in the new era. Great efforts have been made to reassert the political principle of the Party exercising leadership over personnel, to clarify that the cultivation of military personnel must be combat-oriented, to optimize the layout for the development of military personnel, to deepen reform in human resources policies and systems, and to promote openness and integration in talent work. Historic achievements have thus been made in cultivating military personnel.
Xi noted that the world has entered a new period of volatility and transformation, and instability and uncertainty are increasing in China's national security landscape. In the next five years, the central task for developing our military is to realize its centenary goal. Efforts should be made to comprehensively strengthen military personnel by increasing their awareness of potential dangers, sense of responsibility and willingness to forge ahead.
To ensure the personnel we trained are competent enough to serve the cause of building strong armed forces, it is imperative that we grasp the occupational characteristics of the military service and the laws governing the development of military personnel, and make personnel work more targeted and effective, stressed Xi. We must lay emphasis on political integrity when cultivating, evaluating and appointing personnel, so that the Party's absolute leadership over the military is implemented in the whole process of personnel work, said Xi. He emphasized that the armed forces must always be led by reliable people who are loyal to the Party. Noting that the starting point and ultimate goal of personnel work is to build armed forces that are able to fight and win, Xi called for efforts to enhance the supply of personnel with strong combat readiness in close step with developments in the forms of war.
The armed forces should redouble efforts to study modern science and technology, especially military-related high technology, so that they better understand and apply science and technology to make innovations in this regard, and enhance their caliber by improving scientific and technological competence, said Xi.
Xi noted that further efforts should be made to address prominent issues constraining the armed forces' personnel work, calling for coordinated endeavors to promote reform and innovation in identifying, pooling, cultivating and appointing competent personnel. We should continue to take the approach to cultivating talent by ourselves, expand the channels of talent cultivation and explore new ways in this regard. We should also carry forward the military education policy for the new era, implement the strategy to prioritize the development of military education institutions and advance the reform of those institutions, said Xi.
It is imperative that we cultivate and identify competent personnel in major missions and the frontline. Efforts are needed to make innovations in managing military human resources, make systematic plans for career paths of various personnel, ensure targeted distribution and allocation of them, and promote routine and orderly exchanges. In better serving competent personnel, comprehensive measures should be taken to provide them with sound evaluation, incentives and support, Xi said.
Xi also urged efforts to develop systems for military personnel with comparative strengths, improve supporting policies and ensure smooth transfer between old and new policies.
Xi stressed that strong support from the entire Party and all sectors throughout the country is essential to military personnel work. We should promote military-civilian communication and coordination, strive to meet military demand, and coordinate civilian plans, policies and work with those of the military, so as to deeply integrate our military's personnel work into our country's efforts to develop a quality workforce.
Xi said that both the central Party and government departments, and local Party committees and governments at all levels should raise their awareness of national defense, care as always about military personnel work, and offer support in terms of policy-making and resource-sharing. Military personnel's concerns and difficulties, such as employment of their spouses, kindergarten and school enrollment of their children, implementation of preferential treatment policies, and support for demobilized military personnel, should also be properly addressed. Xi called for concerted efforts to promote military personnel work and further contribute to the cause of strengthening the armed forces. ■
BEIJING, July 28 (Xinhua) -- A study session on the gist of Xi Jinping's speech to welcome the 20th National Congress of the Communist Party of China (CPC), attended by officials at the provincial/ministerial level, was held from Tuesday to Wednesday in Beijing.
Chinese President Xi Jinping, also general secretary of the CPC Central Committee and chairman of the Central Military Commission (CMC), delivered a speech. He stressed that on the journey to build China into a modern socialist country in all respects and achieve the Second Centenary Goal, the whole Party must hold high the banner of socialism with Chinese characteristics, follow the guidance of Marxism adapted to the Chinese context and to the needs of our times, remain confident in the path, theory, system and culture of socialism with Chinese characteristics, and stay committed to driving forward the historic process of national rejuvenation.
Focusing on the Party's central task in the new era on the new journey, we should put forward new ideas, strategies and measures to advance the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy in a coordinated manner. Through vigorous and determined endeavor, we should work together and strive to write a new chapter in building a modern socialist country in all respects, Xi noted.
Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, and Han Zheng, all members of the Standing Committee of the Political Bureau of the CPC Central Committee, and Vice President Wang Qishan, attended the opening ceremony of the study session.
Xi stressed that the upcoming 20th CPC National Congress is a conference of great significance, as it will be held at this crucial moment when we embark on the new journey to build China into a modern socialist nation in all respects. At the congress, we will lay out goals, tasks, and major policies for developing the cause of the Party and the country in the next five years or even longer periods to come, which are pivotal to the further development of the Party and the country's cause, the future of socialism with Chinese characteristics, and the realization of national rejuvenation. Clearly identifying the banner our Party will hold, the path it will take, the goal it will continue to strive for, and to what extent it is motivated on the new journey ahead is of great significance to uniting and encouraging Chinese people of all ethnic groups to strive for a new success for socialism with Chinese characteristics.
Xi noted that to plan and advance the work of the Party and the country, we must thoroughly review the international and domestic situations to have a clear understanding of the strategic opportunities, risks and challenges we face. At present, profound changes unseen in a century are evolving rapidly across the world, exhibiting more distinctive features of our world, our times, and the historic change we are facing. China faces new strategic opportunities and new strategic tasks, enters a new strategic stage, and is confronted with new strategic demands and strategic environment for its development. The risks and challenges we are to face and the problems we are to address are more complex than ever before. The whole Party must be more mindful of potential dangers, be always prepared for worst-case scenarios and have a strong will and greater capability to respond to even harder situation. We must formulate right strategies to respond to changes, foster opportunities, and make breakthroughs, and rely on tenacious struggle to open up new horizons for our cause. The most essential is to manage our own affairs well, Xi said.
Xi said that the five years since the 19th CPC National Congress have been unusual and extraordinary. The CPC Central Committee has kept in mind the overall picture for national rejuvenation and major changes in the world unseen in a century, united and led the whole Party, the armed forces and the people of all ethnic groups in effectively coping with the grave and complex international situation and a series of risks and challenges, and pushed forward socialism with Chinese characteristics for a new era in an energetic manner.
We have continued to strengthen the Party's overall leadership and the centralized and unified leadership of the CPC Central Committee. We have worked with full strength to build a moderately prosperous society in all respects, boosted high-quality development and taken swift yet steady steps in advancing reforms. We have promoted the whole-process people's democracy, developed advanced socialist culture and improved public well-being. We have pooled our efforts in eradicating absolute poverty and spurred ecological conservation. We have defended national security, maintained overall social stability, advanced the modernization of national defense and the armed forces, safeguarded peace and stability across the Taiwan Strait, and carried out major-country diplomacy with Chinese characteristics on all fronts.
We celebrated the centenary of the founding of the CPC and the 70th anniversary of the founding of the People's Republic of China (PRC), and carried out a campaign to encourage the study of the Party's history among Party members. In particular, in the face of the sudden outbreak of COVID-19, we have put the people and their lives first and launched an all-out people's war to curb the epidemic. We have protected people's lives and health to the maximum extent and achieved the best performance in the world in coordinating economic development and epidemic response. We have enforced the central government's overall jurisdiction over the special administrative regions in accordance with the Constitution and the Basic Laws, and formulated and implemented the Law on Safeguarding National Security in the Hong Kong Special Administrative Region, securing a firm control over the overall situation of Hong Kong.
Facing the rapid changes in international situation, we have worked hard to safeguard our national dignity and core interests, keeping in hand the initiative in our country's development and security. We have made further efforts to exercise full and rigorous governance over the Party, worked ceaselessly to improve Party conduct and enforce Party discipline, and made coordinated efforts to ensure that officials do not have the opportunity, desire or audacity to engage in corruption. As a result, the Party's ties with the people have become closer, and a healthy political atmosphere has been fostered and developed within the Party, providing strong political underpinnings for the development of the cause of the Party and the country, Xi said.
Xi noted that socialism with Chinese characteristics has entered a new era since the 18th CPC National Congress in 2012. Over the past decade, we have upheld Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development, fully implemented the Thought on Socialism with Chinese Characteristics for a New Era and the Party's basic theory, line and policy. We have taken a host of strategic approaches, carried out a series of transformative moves and made many breakthroughs and remarkable progress. We have also solved many tough problems that remained unsolved for a long time, accomplished many things of vital importance and long-term significance, and withstood the test brought about by risks and challenges from political, economic, ideological, and natural domains. We have scored historic achievements and historic shifts in the cause of the Party and the country. Such great changes in the first decade of the new era are of landmark significance in the history of the Party, the PRC, reform and opening up, and the development of socialism and the Chinese nation, Xi said.
Xi stressed that achieving national rejuvenation will be no walk in the park, and it will take more than drum beating and gong clanging to get there. We must undertake a great struggle with many new contemporary features and be prepared to work even harder toward this goal. Over the past decade, we have encountered risks and challenges that were like high winds and raging waves, with some of them as severe as storms on the sea. All sorts of risks and challenges have arrived one after another, making the situation unprecedentedly grim and complex. We have braved difficulties with firm confidence and won one battle after another. All the achievements we have made are outcomes of the hard work of our Party and the people, Xi said.
Having Marxism as a sound theoretical guide is the source of our Party's distinctive political character and huge political strength, Xi noted. It has been proved that at the fundamental level, the capability of our Party and the strengths of socialism with Chinese characteristics are attributable to the fact that Marxism works. Since the 18th CPC National Congress, changes taking place at home and abroad and developments in practices have presented us with a series of important theoretic and practical questions that urgently require our in-depth answers. We have continued to adapt the basic tenets of Marxism to China's specific realities and its fine traditional culture, forming the Thought on Socialism with Chinese Characteristics for a New Era and achieving a new breakthrough in adapting Marxism to the Chinese context.
The whole Party must grasp the outlook and methodology of the Thought on Socialism with Chinese Characteristics for a New Era, and uphold and make good use of its standpoints, viewpoints and methods. We will thus be able to open up new horizons in adapting Marxism to the Chinese context and the needs of our times through great practices in the new era.
Xi stressed that based on long-term exploration and practices since the founding of the PRC in 1949, especially since the launch of reform and opening up in 1978, we have successfully promoted and expanded a uniquely Chinese modernization with new breakthroughs in theories and practices since the 18th CPC National Congress.
There is no set model of modernization in the world, nor is there a universal criterion for modernization that fits all. The modernization we are pursuing is the CPC-led socialist one. We must push forward national rejuvenation by following a uniquely Chinese path to modernization. We must neither retrace our steps to the rigidity and isolation of the past, nor take the wrong turn by changing our nature and abandoning our system. We must stress reliance on our own efforts to drive the nation's development, and make sure the future of China's development and progress remains firmly in our own hands.
Xi pointed out that the 19th CPC National Congress outlined a two-step strategic plan to build China into a great modern socialist country in all respects: Socialist modernization will be basically realized from 2020 to 2035; From 2035 to the middle of the century, China will become a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful.
The 20th CPC National Congress will envision the two-step strategic plan for building China into a great modern socialist country, with a focus on outlining strategic tasks and major initiatives for the next five years. The next five years are crucial as we set out to build China into a modern socialist country in all respects, and doing a good job during this period is of vital importance to achieving the Second Centenary Goal. We must focus our efforts on addressing unbalanced and inadequate development, and on addressing inadequacies, strengthening areas of weakness, consolidating fundamentals and giving full play to strengths, and work out new approaches and measures for solving our problems.
Xi stressed that our efforts to build China into a modern socialist country and achieve the goals and tasks on the new journey in the new era hinge on the Party. The CPC is the world's largest Marxist ruling party. To strengthen its governing position and retain people's sincere support, the Party must always keep sober-minded and determined on the journey. CPC members must stay vigilant against the long-term nature of the tests confronting the Party as they relate to governance, reform and opening up, the market economy, and the external environment, and against the dangers of losing drive, lacking competence, becoming disengaged from the people, and succumbing to inaction and corruption. The Party's full and rigorous self-governance is a never-ending journey, so is its self-reform.
Historical experience suggests that strong discipline and self-governance of the CPC should always be in place. Neither laxation nor attitude of nonchalance is allowed. The CPC must continue full and rigorous self-governance, push ahead with the great project of Party building in the new era, and lead social transformations through its self-reform.
According to Xi, the CPC needs to uphold its fundamental purpose of serving the people wholeheartedly, reinforce its mass viewpoint, implement its mass line, and respect the people's creativity. It should do everything for the people and rely on them in everything it does, act in line with the principle of "from the people, to the people," maintain close ties with the people, and keep open to public criticism and supervision. It should always breathe the same breath as the people, share the same future, and stay truly connected to them.
When presiding over the opening ceremony, Li Keqiang pointed out that General Secretary Xi Jinping delivered a very important speech. Xi made a sound analysis of the current international and domestic situations, expounded on the work of the past five years and the great changes taking place over the past decade of the new era. He explained in depth the major theoretical and practical issues for upholding and developing socialism with Chinese characteristics in the new era, and illuminated major principles, policies and action plans for developing the cause of the Party and the country in the years to come.
Hailing Xi's speech as highly political, theoretical and instructive, Li said that it plays a critical role in helping the whole Party deeply understand the decisive significance of the establishment of both Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; strengthen their consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and uphold the Central Committee's authority and its centralized, unified leadership.
Li urged officials to thoroughly study and understand Xi's remarks, and align their action and thinking with the guiding principles conveyed by Xi's speech as well as the Party Central Committee's major decisions and plans. It is imperative to remain confident, conscientiously push for reform, development and stability in their respective regions and departments, and pave the way with concrete action for the convening of the 20th CPC National Congress, Li said.
In his summary speech at the closing ceremony of the study session, Wang Huning stressed that Xi's remarks profoundly elucidated a series of major theoretical and practical issues concerning the development of the cause of the Party and the country. By studying those remarks, we have become more strategically self-confident, remained strategically clear-headed, and enhanced our confidence and morale, Wang said.
Wang called for continued efforts to study the guiding principles of Xi's speech, deeply comprehend the decisive significance of the establishment of both Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly uphold Xi's core position on the Party Central Committee and in the Party as a whole, thoroughly understand and effectively apply Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and improve capacity for political judgment, thinking, and implementation.

(Xinhua/Yao Dawei)
HONG KONG, July 1 (Xinhua) -- The meeting celebrating the 25th anniversary of Hong Kong's return to the motherland and also the inaugural ceremony of the sixth-term government of the Hong Kong Special Administrative Region (HKSAR) was held on Friday morning at the Hong Kong Convention and Exhibition Center. Chinese President Xi Jinping, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, attended the event and delivered an address.
Over the past 25 years, with the full support of the country and the joint efforts of the HKSAR government and people from all walks of life in Hong Kong, the success of "one country, two systems" has won recognition throughout the world, Xi said.
"One country, two systems" has been tested repeatedly in practice. It serves the fundamental interests of not only Hong Kong and Macao, but also the whole country and the nation. It has gained wide support from the 1.4 billion-plus Chinese people including the residents of Hong Kong and Macao. It is also widely accepted by the international community. There is no reason for us to change such a good policy, and we must adhere to it in the long run, Xi stressed.
The atmosphere in the center was solemn and warm. Behind the podium were the national flag and emblem of the People's Republic of China (PRC) and the flag of the HKSAR. Xi Jinping and his wife Peng Liyuan walked into the center accompanied by John Lee, the sixth-term chief executive of the HKSAR, and his wife Janet Lam. All present rose and greeted them with warm applause.
The meeting and inauguration ceremony began at around 10 a.m. All rose and sang the national anthem of the PRC.
Xi walked onto the stage to administer the inauguration. Lee took his oath of office, as stipulated in the Basic Law of the HKSAR, in front of the national flag and emblem of the PRC and the flag of the HKSAR with his right hand raised, sworn in as the sixth-term chief executive.
Then, led by Lee, principal officials of the sixth-term HKSAR government took their oaths, administered by Xi.
Members of the Executive Council of the HKSAR were then sworn in by Lee.
After a shower of applause, Xi delivered a speech. He first extended sincere greetings to all the people of Hong Kong and expressed warm congratulations to the newly inaugurated sixth-term HKSAR Chief Executive John Lee, principal officials of the sixth-term HKSAR government, and members of the Executive Council. And Xi expressed heartfelt appreciation to all fellow compatriots both at home and abroad, and international friends for their support for the cause of "one country, two systems" and for Hong Kong's prosperity and stability.
According to Xi, in the over 5,000-year history of Chinese civilization, Chinese ancestors working hard on the land south of the Five Ridges is an important chapter. In the history of modern China after the Opium War in 1840, the humiliation of ceding Hong Kong is a page of pain and also included is the Chinese people's fight for the survival of our country. The past century has witnessed how the Communist Party of China has united and led the Chinese people in its magnificent endeavors for a better future, to which fellow Chinese in Hong Kong have made unique and significant contributions. Throughout history, people in Hong Kong have always maintained a close bond with the motherland in weal and woe.
The fundamental purpose of "one country, two systems" is to safeguard China's sovereignty, security, and development interests and to maintain long-term prosperity and stability in Hong Kong and Macao. All that the central government has done are for the benefits of Hong Kong and Macao, for the wellbeing of all residents of the two regions, and for the future of the whole country.
The practice of "one country, two systems" in Hong Kong has left us both valuable experience and profound inspirations. Only if we have a profound and accurate understanding of the laws guiding the practice of "one country, two systems," can we make sure our cause advances in the right direction in a sound and sustained manner, Xi noted.
First, we must fully and faithfully implement the principle of "one country, two systems." This principle embodies a complete system. Its top priority is to safeguard national sovereignty, security, and development interests. With this as a prerequisite, Hong Kong and Macao can keep the previous capitalist systems unchanged for a long time and enjoy a high degree of autonomy. The thorough and precise implementation of the "one country, two systems" principle will open up broader prospects for the development of Hong Kong and Macao. The more firmly the "one country" principle is upheld, the greater strength the "two systems" will be unleashed for the development of the SARs, Xi said.
Second, we must uphold the central government's overall jurisdiction while securing the SARs' high degree of autonomy. The central government's overall jurisdiction over the SARs underpins their high degree of autonomy, and such autonomy bestowed by the law is fully respected and resolutely safeguarded by the central government. Only when the enforcement of the central government's overall jurisdiction dovetails with the fulfillment of a high degree of autonomy in the SARs, can the SARs be well governed.
Third, we must ensure that Hong Kong is administered by patriots. It is a universal political rule that a government must be in the hands of patriots. The government of the HKSAR must be safely kept in the hands of those who love the country. This is an essential requirement for Hong Kong's long-term prosperity and stability and must not be compromised under any circumstances. To put the governing power in the right hands is to safeguard Hong Kong's prosperity and stability as well as the immediate interests of more than 7 million people in the region.
Fourth, Hong Kong should maintain its distinctive status and advantages. Hong Kong's close connection with the world market and strong support from the motherland are its distinctive advantages. The central government fully supports Hong Kong in its effort to maintain its distinctive status and edges, to improve its presence as an international financial, shipping and trading center, to keep its business environment free, open and regulated, and to maintain the common law, so as to expand and facilitate its exchanges with the world. On the country's journey toward building a modern socialist country in all respects and realizing the rejuvenation of the Chinese nation, the central government believes that Hong Kong will make great contributions.
Xi made four proposals for the newly inaugurated government of the HKSAR and people of all sectors in Hong Kong. First, Hong Kong should improve its governance and deliver better performance in ensuring stability and prosperity in the region. Second, Hong Kong should continue to create strong impetus for growth and unlock enormous creativity and development potential of Hong Kong society. Third, Hong Kong should earnestly address people's concerns and difficulties in daily life and make sure that all citizens in Hong Kong share more fully and fairly in the fruits of development. Fourth, the people of Hong Kong should work together to safeguard harmony and stability, creating a better future.
Xi stressed that it is important to give special love and care to young people. We must guide young people to be keenly aware of the trends in both China and the world and help them cultivate a sense of national pride and enhance their awareness of their status as masters of the country. We must help young people with their difficulties in studies, employment, entrepreneurship, and purchasing of housing, so that more opportunities will be created for their development and accomplishment. We sincerely hope that all of Hong Kong's young people will devote themselves to building Hong Kong into a better home, writing a rewarding chapter of their life with impassioned youth.
Xi said that China's national rejuvenation has become a historical inevitability, and the successful practice of "one country, two systems" in Hong Kong is an important part of this historic process. We firmly believe that, with the strong backing of the motherland and the solid guarantee provided by "one country, two systems," Hong Kong will surely create a splendid feat on the journey ahead toward the second centenary goal of building China into a modern socialist country in all respects, and will share the glory of the Chinese nation's rejuvenation together with people in the rest of the country.
John Lee said in his speech that as the sixth-term chief executive of the HKSAR, he felt deeply honored and is also well aware of the immense responsibility on his shoulders. He said that he will lead his governance team in making all-out efforts and will unite people from all sectors in Hong Kong in order to fully and faithfully implement the policy of "one country, two systems," under which the people of Hong Kong administer Hong Kong with a high degree of autonomy. He promised that his team will protect the special administrative region's constitutional order as defined in the Constitution of the PRC and the Basic Law of the HKSAR, safeguard national sovereignty, security, and development interests, and secure the long-term prosperity and stability of Hong Kong, with a view to contributing to the rejuvenation of the Chinese nation.

BEIJING, June 24 (Xinhua) -- Chinese President Xi Jinping hosted the High-level Dialogue on Global Development on Friday in virtual format, calling for joint efforts to promote global development and foster a development paradigm featuring benefits for all, balance, coordination, inclusiveness, win-win cooperation and common prosperity.
Noting development is a timeless theme for humanity, Xi said only through continuous development can the people's dream for a better life and social stability be realized.
Xi pointed out that the COVID-19 pandemic is eroding decades of gains in global development, the implementation of the UN's 2030 Agenda for Sustainable Development is encountering difficulties, the North-South gap keeps widening, and crises are emerging in food and energy security.
"This is an age rife with challenges, but it is also an age full of hope," said Xi.
Xi urged joint efforts to build international consensus on promoting development, adding it is important that we put development front and center on the international agenda, deliver on the 2030 Agenda for Sustainable Development, and build political consensus to ensure everyone values development and all countries pursue cooperation together.
Xi went on to call for joint efforts to create an enabling international environment for development, adding it is important that we pursue development in real earnest and promote development in concert, build an open world economy, and shape a global governance system and institutional environment that are more just and equitable.
Xi also said all countries need to jointly foster new drivers for global development, adding it is important that we promote scientific, technological and institutional innovation, speed up technology transfer and knowledge sharing, boost the development of modern industries, close the digital divide and accelerate low-carbon transition, with a view to achieving stronger, greener and healthier global development.
Xi said all sides need to jointly forge a global development partnership, adding developed countries need to fulfill obligations, developing countries need to deepen cooperation, and the North and the South need to work in the same direction to forge a united, equal, balanced and inclusive global development partnership.
Noting China has always been a member of the big family of developing countries, Xi said China will take pragmatic steps to give continued support to the 2030 Agenda for Sustainable Development.
He said China will upgrade the South-South Cooperation Assistance Fund to a Global Development and South-South Cooperation Fund, add 1 billion U.S. dollars to the fund on top of the 3 billion dollars already committed, and increase input to the UN Peace and Development Trust Fund.
China will work with all sides to advance cooperation in priority areas and mobilize resources for development to deepen global cooperation on poverty reduction and eradication, build capacity for food production and supply, and promote clean energy partnerships, he added.
Xi also said China will set up a platform for experience and knowledge sharing on international development, a global development promotion center and a global knowledge network for development, for the purpose of exchanging governance experience and promoting mutual learning.
"We will host a global forum on youth development and take part in the launch of a global action plan on youth development, in a bid to pool as much strength as possible for the implementation of the 2030 Agenda for Sustainable Development," added Xi. ■

BEIJING, June 24 (Xinhua) -- Chinese President Xi Jinping hosted the High-level Dialogue on Global Development on Friday in virtual format.

Forging High-quality Partnership
For a New Era of Global Development
Remarks by H.E. Xi Jinping
President of the People's Republic of China
At the High-level Dialogue on Global Development
24 June 2022
Development is a timeless theme for humanity. In the late 1960s, I worked as a farmer in a small village on the Loess Plateau. There I experienced first-hand the hardships in farming and saw how the local people struggled to make ends meet. Their longing for a better life has stayed in my mind ever since. Half a century later, I revisited the village and found the villagers no longer in want of food or clothing, as evidenced by the happy smiles on their faces.
As an ancient Chinese saying goes, "Only when the granary is full will people learn etiquette; only when people are well-fed and clothed will they know honor and shame." Throughout the years, I have been to cities, towns and villages across China and visited many countries in the world. One deep impression I get is that only through continuous development can the people's dream for a better life and social stability be realized.
Over the years, developing countries have worked unremittingly to explore development paths suited to their national realities and to pursue economic and social development. Such efforts have produced remarkable outcomes. Today, emerging markets and developing countries account for half of the world economy, and notable progress has been made in science and technology, education, social development, culture and many other areas.
We are meeting at a time when the COVID-19 pandemic is eroding decades of gains in global development, the implementation of the UN's 2030 Agenda for Sustainable Development is encountering difficulties, the North-South gap keeps widening, and crises are emerging in food and energy security. Some countries have politicized and marginalized the development issue, built "a small yard with high fences," imposed maximum sanctions, and stoked division and confrontation. At the same time, people in all countries are more keen about pursuing peace, development and cooperation, emerging markets and developing countries are more resolved to seek strength through unity, and the new round of scientific and technological revolution and industrial transformation is bringing more opportunities to countries around the world.
This is an age rife with challenges, but it is also an age full of hope. We must get a good grasp of the overarching development trend in the world, firm up confidence, and act in unison and with great motivation to promote global development and foster a development paradigm featuring benefits for all, balance, coordination, inclusiveness, win-win cooperation and common prosperity.
First, we need to jointly build international consensus on promoting development. Only when people all over the world live better lives can prosperity be sustained, security safeguarded and human rights solidly grounded. It is important that we put development front and center on the international agenda, deliver on the 2030 Agenda for Sustainable Development, and build political consensus to ensure everyone values development and all countries pursue cooperation together.
Second, we need to jointly create an enabling international environment for development. Protectionist moves will boomerang; anyone attempting to form exclusive blocs will end up isolating himself; maximum sanctions serve nobody's interest, and practices of decoupling and supply disruption are neither feasible nor sustainable. It is important that we pursue development in real earnest and promote development in concert, build an open world economy, and shape a global governance system and institutional environment that are more just and equitable.
Third, we need to jointly foster new drivers for global development. Innovation is the primary driving force for development. It is important that we promote scientific, technological and institutional innovation, speed up technology transfer and knowledge sharing, boost the development of modern industries, close the digital divide and accelerate low-carbon transition, with a view to achieving stronger, greener and healthier global development.
Fourth, we need to jointly forge a global development partnership. Only by working together can we accomplish big and great things with a far-reaching impact. Developed countries need to fulfill obligations, developing countries need to deepen cooperation, and the North and the South need to work in the same direction to forge a united, equal, balanced and inclusive global development partnership. In this process, no country or individual should be left behind. It is important that we support the UN in steering and coordinating global development cooperation, and encourage business communities, social groups, the media and think tanks to take part in such cooperation.
China has always been a member of the big family of developing countries. At last year's UN General Assembly session, I put forth the Global Development Initiative (GDI). China will take pragmatic steps to give continued support to the 2030 Agenda for Sustainable Development.
- China will allocate more resources for global development cooperation. We will upgrade the South-South Cooperation Assistance Fund to a Global Development and South-South Cooperation Fund, and add 1 billion U.S. dollars to the fund on top of the 3 billion U.S. dollars already committed. We will also increase input to the UN Peace and Development Trust Fund. Such efforts will further support cooperation under the GDI.
- China will work with all sides to advance cooperation in priority areas and mobilize resources for development to deepen global cooperation on poverty reduction and eradication, build capacity for food production and supply, and promote clean energy partnerships; step up innovation, research and development and joint production of vaccines; work on the conservation and sustainable use of land and marine ecology; and raise digital literacy and skills of the public, transform and upgrade the path to industrialization at a faster pace, and enhance digital-era connectivity to inject new impetus into the development of all countries.
- China will set up a platform for experience and knowledge sharing on international development, a global development promotion center and a global knowledge network for development, for the purpose of exchanging governance experience and promoting mutual learning. We will host a global forum on youth development and take part in the launch of a global action plan on youth development, in a bid to pool as much strength as possible for the implementation of the 2030 Agenda for Sustainable Development.
As an ancient Chinese adage goes, "With one heart and one mind, we can accomplish everything we aspire for." Let us firm up confidence, stride forward in pursuit of high-quality partnership, and usher in a new era of prosperity and development.
Thank you. ■
BEIJING, June 23 (Xinhua) -- On the evening of June 23, Chinese President Xi Jinping hosted the 14th BRICS Summit in Beijing via video link.
Following is the full text of the remarks by President Xi at the Summit:
Fostering High-quality Partnership and Embarking on a New Journey of BRICS Cooperation
Remarks by H.E. Xi Jinping
President of the People's Republic of China
At the 14th BRICS Summit
23 June 2022
Our world today is living through accelerating changes unseen in a century and continued spread of the COVID-19 pandemic. They confront humanity with unprecedented challenges and usher in a new phase of instability and transformation for global development.
The Chinese people often say, "True gold can stand the test of fire." Over the past 16 years, the giant ship of BRICS has sailed forward tenaciously against raging torrents and storms. Riding the wind and cleaving the waves, it has embarked on a righteous course of mutual support and win-win cooperation. Standing at the crossroads of history, we should both look back at the journey we have traveled and keep in mind why we established BRICS in the first place, and look forward to a shared future of a more comprehensive, close, practical and inclusive high-quality partnership so as to jointly embark on a new journey of BRICS cooperation.
First, we need to uphold solidarity and safeguard world peace and tranquility. Our world today is overshadowed by the dark clouds of Cold War mentality and power politics, and beset by constantly emerging traditional and non-traditional security threats. Some countries attempt to expand military alliances to seek absolute security, stoke bloc-based confrontation by coercing other countries into picking sides, and pursue unilateral dominance at the expense of others' rights and interests. If such dangerous trends are allowed to continue, the world will witness even more turbulence and insecurity.
It is important that BRICS countries support each other on issues concerning core interests, practice true multilateralism, safeguard justice, fairness and solidarity and reject hegemony, bullying and division. This year, we have held the Foreign Ministers' Meeting and the Meeting of High Representatives on National Security, deepened cooperation on counter-terrorism, cybersecurity and other issues, enhanced coordination at the United Nations and other multilateral institutions, and spoke out for justice on the international stage.
Not long ago, I put forward the Global Security Initiative (GSI), which advocates a vision of common, comprehensive, cooperative and sustainable security, follows the philosophy that humanity is an indivisible security community, and aims to create a new path to security that features dialogue over confrontation, partnership over alliance and win-win over zero-sum. China would like to work with BRICS partners to operationalize the GSI and bring more stability and positive energy to the world.
Second, we need to uphold cooperation to boost development and jointly tackle risks and challenges. The combination of the COVID-19 pandemic and the Ukraine crisis has resulted in disruptions to global industrial and supply chains, sustained hikes of commodity prices, and weaker international monetary and financial systems. All these have cast shadows over development worldwide, and emerging markets and developing countries bear the brunt. But just as a crisis may bring chaos, it can also spur change. A lot will ride on how we handle the crisis.
This year, we launched the BRICS Initiative on Enhancing Cooperation on Supply Chains and the Initiative on Trade and Investment for Sustainable Development, adopted the Agreement on Cooperation and Mutual Administrative Assistance in Customs Matters and the Strategy on Food Security Cooperation, and held a High-level Meeting on Climate Change for the first time. We should make good use of these new platforms to boost connectivity of industrial and supply chains and jointly meet challenges in poverty reduction, agriculture, energy, logistics and other fields. We should support greater development of the New Development Bank and a steady process to admit new members, and improve the Contingent Reserve Arrangement to cement the BRICS financial safety net and firewall. We should also expand BRICS cooperation on cross-border payment and credit rating to facilitate trade, investment and financing among our countries.
Last year, I put forward the Global Development Initiative (GDI), which aims to re-energize the implementation of the UN's 2030 Agenda for Sustainable Development and build a global community of development. China stands ready to work with BRICS partners to add more substance to the GDI and contribute to stronger, greener and healthier global development.
Third, we need to uphold the pioneering spirit and innovation and unleash the potential and vitality of cooperation. Those who seize the opportunities of the new economy, such as big data and artificial intelligence, are in sync with the pulse of the times. Those who seek to create monopoly, blockade and barriers in science and technology in order to disrupt other countries' innovation and development and hold on to their dominant position are doomed to fail.
We need to improve global science and technology governance and allow more people to access and benefit from the fruits of scientific and technological advances. This year, we have accelerated the building of the BRICS Partnership on New Industrial Revolution Innovation Center in Xiamen, hosted the Forum on the Development of Industrial Internet and Digital Manufacturing and the Forum on Big Data for Sustainable Development, reached the Digital Economy Partnership Framework, issued the Initiative for Cooperation on Digitalization of Manufacturing, and established a network of technology transfer centers and an aerospace cooperation mechanism. All these have opened new channels for closer industrial policy coordination between BRICS countries. Recognizing the importance of talents in the digital age, we have set up the Alliance for Vocational Education, and organized the Skills Competition and the Women Innovation Contest to build a talent pool for stronger BRICS cooperation on innovation and entrepreneurship.
Fourth, we need to uphold openness and inclusiveness and pool collective wisdom and strength. BRICS countries gather not in a closed club or an exclusive circle, but a big family of mutual support and a partnership for win-win cooperation. At the Xiamen Summit in 2017, I proposed the "BRICS Plus" cooperation approach. Over the past five years, "BRICS Plus" cooperation has deepened and expanded, setting a prime example of South-South cooperation and seeking strength through unity among emerging markets and developing countries.
Under the new circumstances, it is all the more important for BRICS countries to pursue development with open doors and boost cooperation with open arms. This year we, for the first time, invited guest countries to attend the BRICS Foreign Ministers' Meeting. The newly established BRICS Vaccine R&D Center has an unequivocal commitment to openness. Step by step, we have organized a variety of "BRICS Plus" events in such areas as scientific and technological innovation, people-to-people exchanges and sustainable development. All these provide new platforms for cooperation among emerging markets and developing countries.
In recent years, many countries have asked to join the BRICS cooperation mechanism. Bringing in fresh blood will inject new vitality into BRICS cooperation and increase the representativeness and influence of BRICS. This year we have, on separate occasions, had in-depth discussions on the question of membership expansion. It is important to advance this process to allow like-minded partners to become part of the BRICS family at an early date.
As representatives of emerging markets and developing countries, we must make the right decision and take responsible actions at this critical juncture of history. What we do will have a significant impact on the world. Let us stay united, pool strength and forge ahead to build a community with a shared future for mankind and jointly create a bright future for humanity.
Thank you. ■
BEIJING, June 23 (Xinhua) -- Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee, chairman of the Central Military Commission, and head of the Central Commission for Comprehensively Deepening Reform, presided over the commission's 26th meeting on Wednesday afternoon. At the meeting, the commission reviewed and adopted a guideline on building the basic systems for data and making better use of data resources, a guideline on improving the work related to administrative divisions, a work plan on trials of reforming the evaluation of scientific and technological personnel, and a work plan on enhancing supervision over large payment platform enterprises and promoting the well-regulated and healthy development of payment and financial technologies.
Xi stressed that the basic systems for data are vital for the development and security of the country. It is necessary to safeguard the country's data security, protect personal information and business secrets, and promote the efficient circulation and use of data so as to empower the real economy. It is also necessary to coordinate the development of data property rights, circulation and transactions of data, distribution of revenues generated from data business, and security management, in a bid to develop the basic systems for data at a faster pace.
We should strengthen the centralized, unified leadership of the CPC Central Committee over the work related to administrative divisions, make overall plans, and avoid blind and disordered practices.
We should follow the laws of scientific and technological innovation and the laws of cultivating talents. With the aim of boosting the creativity of scientific and technological personnel and in accordance with different types of innovative activities, we should establish an evaluation system for scientific and technological personnel. Such system should be based on the values, abilities, and contributions of these personnel's innovative activities, so as to guide them to make full use of their talent and make achievements.
We need to encourage large payment and financial technology platform enterprises to return to their core business, improve supervisory regulations, close institutional loopholes, maintain the security of payment and financial infrastructure, prevent and defuse systemic financial risks, and support platform enterprises in playing a bigger role in serving the real economy and smoothing positive interplay between domestic and international economic flows.
Li Keqiang, Wang Huning, and Han Zheng, members of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy heads of the Central Commission for Comprehensively Deepening Reform, attended the meeting.
It was pointed out at the meeting that data, as a new factor of production, serves as the basis of digitalization, networking, and smart technologies, and it has been rapidly integrated into production, distribution, circulation, consumption, social service management, and other links, profoundly changing the way of production, life, and social governance. China has advantages in the scale and application of data. We have promoted the introduction of laws and regulations such as the data security law and personal information protection law, actively explored and promoted the application of data in the market, and accelerated the building of a digital economy with data serving as a key element, making encouraging progress in all these aspects.
We should establish a data property rights system to promote the classification and grading of public data, enterprise data, and personal data, define the rights, and ensure authorized use of data. We should establish a property rights operation mechanism in which the right to own data resources, the right to process and use data, and the right to engage in the business of data products are clearly defined, and we should improve the system for protecting the rights and interests of data as a factor of production.
It is necessary to establish a law-based and highly efficient system for data circulation and trading, improve the compliance and regulatory system of rules for the whole process of data, and build a standardized data trading market. We should improve mechanisms for market-based allocation of data, give better play to the government's role in guiding and regulating the distribution of revenues from data resources, and establish a data revenue distribution system that both reflects efficiency and promotes fairness.
We should ensure data security throughout the whole process of data governance, seeing to it that the bottom line of data security is maintained, the line for regulatory responsibilities is clearly drawn, and law enforcement and the administration of justice in key areas are strengthened, so that those areas that must be brought under control are strictly controlled. It is necessary to build a multi-party governance model between the government, enterprises, and society. We should strengthen supervision in different sectors as well as coordinated cross-sector supervision and make sure enterprises assume their responsibilities in guaranteeing data security.
It was stressed at the meeting that since the 18th CPC National Congress in 2012, the work on establishing and adjusting administrative divisions across the country has been advanced steadily yet prudently and in an orderly manner in general. The centralized, unified leadership of the CPC Central Committee over this work should be strengthened, and it is the Central Committee that has the authority to make decisions on the major reforms, policies, and adjustments concerning administrative divisions. Work must be done to strengthen strategic, systematic, and forward-looking research. Research should be organized to work out the overall ideas for planning the division of administrative jurisdictions so as to make it more rational, standardized, and effective and ensure that the division and adjustment of administrative jurisdictions meet the needs of national development strategies, social and economic development, and the development of national defense. Priorities should be given to the inheritance and protection of historical and cultural heritages, the country's experience of setting up administrative divisions in the past must be drawn on, and departments concerned must err on the side of caution when it comes to changing place names, and traditional place names should not be changed arbitrarily. Administrative divisions should be generally kept intact, and changes should never be made unless it's necessary, and with adequate conditions or enough reason that the change will have good results. The standards for administrative division adjustment should be improved, coordination and alignment between the division of administrative jurisdictions and relevant policies, plans, and standards should be strengthened, and the management of administrative divisions should be stepped up in accordance with the law.
It was noted at the meeting that ability and integrity must be taken into account when pilot reform is conducted on the evaluation of scientific and technological personnel. They should be evaluated in accordance with the specific work they are doing, and benchmarks should be different for different categories such as those shouldering national-level major missions of technological breakthroughs, or conducting basic research, applied research, and technological development, or research on social and public welfare projects. Whether evaluation targets need to be reset in conformity with the characters of scientific research activities, methods of evaluation be innovated, and the internal institutions of a concerned unit be improved should be taken into account when trials are made. In this way, effective and feasible measures that can be copied and spread will be developed. Relevant departments and local authorities should strengthen their guide for units in the trials to promote the smooth implementation of the pilot work.
It was stressed at the meeting that payment and all other financial activities of platform enterprises should be subject to supervision in accordance with laws and regulations. With a focus on the real economy, we must ensure that only licensed entities can provide financial services, and we must improve regulations, institutions, and risk prevention and control systems regarding payment, and strengthen supervision that covers all areas, each and every stage, and the whole process.
We will strengthen oversight of financial holding companies and platform enterprises' sharing or holding controlling equities in financial institutions, and improve oversight of online business concerning deposits and loans, insurance, securities, funds, and other activities. We need to protect the legitimate rights and interests of financial consumers, strengthen oversight of platform enterprises to combat monopoly and unfair competition, step up supervision over data scraping of platform enterprises, and regulate the misuse of big data and algorithm-based discrimination.
Relevant departments must take on their oversight responsibilities, and we will improve coordinated oversight efforts between the central and local governments, strengthen supervision of functions, incisive oversight, and sustained oversight, step up supervisory coordination and joint law enforcement, maintain consistent oversight of online and offline activities, and resolutely investigate and prosecute illegal financial activities in accordance with the law.
Members of the Central Commission for Comprehensively Deepening Reform attended the meeting, and leading officials of relevant departments under the CPC Central Committee or the central government were also present at the meeting. ■

BEIJING, June 22 (Xinhua) -- Chinese President Xi Jinping attended the opening ceremony of the BRICS Business Forum in virtual format and delivered a keynote speech titled "Keep Abreast of the Trend of the Times to Shape a Bright Future" on Wednesday.
Following is the full text of the speech:
Keep Abreast of the Trend of the
Times to Shape a Bright Future
Keynote Speech by H.E. Xi Jinping
President of the People's Republic of China
At the Opening Ceremony of the BRICS Business Forum
22 June 2022
Members of the Business Community,
Ladies and Gentlemen,
I am glad to attend the BRICS Business Forum, and I wish to extend a warm welcome to all of you.
Right now, our world is facing drastic changes and a pandemic both unseen in a century. Various security challenges keep emerging. The world economy still faces strong headwinds on its path toward recovery, and global development has suffered major setbacks. Where is the world headed: Peace or war? Progress or regression? Openness or isolation? Cooperation or confrontation? These are choices of the times that we are confronted with.
Human history, like a river, keeps surging forward, with moments of both calm waters and huge waves. Despite changes in an evolving global environment, the historical trend of openness and development will not reverse course, and our shared desire to meet challenges together through cooperation will remain as strong as ever. We should stand high and not allow ourselves to be distracted by fleeting clouds, and we should have a keen appreciation of the law governing the advance of history. We should refuse to be led astray by any turn of events or intimidated by any risk. We should rise to challenge and forge ahead with resolve toward the goal of building a community with a shared future for mankind.
First, we should embrace solidarity and coordination and jointly maintain world peace and stability. We in China believe that "history, if not forgotten, can serve as a guide for the future". In the past century, humanity have gone through the scourge of two world wars and the dark shadow of the Cold War. The tragedies of the past tell us that hegemony, group politics and bloc confrontation bring no peace or security; they only lead to wars and conflicts. The Ukraine crisis is another wake-up call for all in the world. It reminds us that blind faith in the so-called "position of strength" and attempts to expand military alliances and seek one's own security at the expense of others will only land oneself in a security dilemma.
History tells us that peace, which is the common cause of humanity, should be pursued and defended by all. Only when we all cherish and uphold peace and never forget the painful lessons of war can there be hope of peace. Facing a volatile and unstable world, we should stay true to the pledge of the UN Charter and fulfill the mission of maintaining peace. Not long ago, I put forward the Global Security Initiative, calling on all countries to stay committed to the vision of common, comprehensive, cooperative and sustainable security; stay committed to respecting the sovereignty and territorial integrity of all countries; stay committed to abiding by the purposes and principles of the UN Charter; stay committed to taking the legitimate security concerns of all countries seriously; stay committed to peacefully resolving differences and disputes between countries through dialogue and consultation; and stay committed to maintaining security in both traditional and non-traditional domains. We in the international community should reject zero-sum games and jointly oppose hegemonism and power politics. We should build a new type of international relations based on mutual respect, fairness, justice and win-win cooperation. We should be clear that we are a community in which all countries share a common stake, and we should see that the light of peace will reach all corners of the world.
Second, we should reach out to each other and jointly promote sustainable global development. Development holds the key to solving various difficult problems and delivering better lives to the people. Today, the global development process has hit major roadblocks, the momentum of international development cooperation is being weakened, and development gap between the North and the South keeps widening. As a result, the global efforts to implement the UN's 2030 Agenda for Sustainable Development have suffered major setbacks. Almost 1.2 billion people in nearly 70 countries are confronted with COVID-19, food, energy and debt crises. What has been achieved in decades of global poverty reduction efforts could be lost.
Last year, I put forward the Global Development Initiative, and I called on all countries to implement the 2030 Agenda for Sustainable Development, forge united, equal, balanced and inclusive global development partnership, and promote cooperation in a wide range of areas such as poverty reduction, public health, education, digital connectivity and industrialization. We should deepen cooperation to better safeguard food and energy security. We should seize opportunities presented by the new scientific and technological revolution and industrial transformation, and promote the flow of factors of production that enable innovation globally. We should help developing countries speed up development of the digital economy and green transformation. We should also engage in cooperation on COVID-19 response and provide more anti-COVID medicines to developing countries so as to beat the virus at an early date.
In two days, China will host the High-level Dialogue on Global Development to discuss ways to promote global development. We should respond to people's concerns, pursue the larger interests of all countries, and steer global development to a new era to deliver benefit to all.
Third, we should tide over difficulties together and jointly pursue win-win cooperation. At present, some important industrial and supply chains are suffering from deliberate disruptions, commodity prices remain high and are fluctuating, global inflation keeps rising, the international financial market is in turmoil, and global economic recovery is losing steam. People have reason to be concerned that the world economy might slip into a crisis.
At this critical juncture, tiding over difficulties together and pursuing cooperation is the only way for us to forestall an economic crisis. We should come together with a united purpose and strengthen macroeconomic policy coordination to prevent the slowdown and even halt of the global recovery. Major developed countries should adopt responsible economic policies and avoid negative policy spillovers that may take a heavy toll on developing countries. It has been proved time and again that sanctions are a boomerang and a double-edged sword. To politicize the global economy and turn it into one's tool or weapon, and willfully impose sanctions by using one's primary position in the international financial and monetary systems will only end up hurting one's own interests as well as those of others, and inflict suffering on everyone.
Fourth, we should be inclusive and jointly expand openness and integration. The rapid economic globalization that we have seen since the end of the Cold War has greatly boosted the movement of goods and capital and advances in technology and civilization. A more open and inclusive world will create greater development opportunities for all and deliver a more prosperous future for all.
For some time, however, economic globalization has faced headwinds and countercurrents. Some countries attempt to decouple with others, sever supply chains and build "a small yard with high fences". There is widespread concern in the international community that should such a tendency continue, the global economy will become compartmentalized and mutually exclusive. Economic globalization is a response to development of productivity and, as such, represents an unstoppable historical trend. Anyone who attempts to turn back the wheel of history and block others' way will only have his own path blocked.
As an ancient Chinese saying goes, "Constant piling up of earth makes Mount Tai great; ceaseless inflow of rivers makes the ocean deep." Inclusiveness, shared benefits and win-win outcomes is what we should pursue. We should stay committed to openness and inclusiveness, eliminate all barriers to the development of productivity, and steer globalization in the right direction. This will boost the free flow of capital and technology, unleash the full potential of innovation and creativity, and foster synergy in boosting global economic growth. We should uphold the WTO-centered multilateral trading system, remove barriers to trade, investment and technology, and keep the global economy open. We should promote extensive consultation and joint contribution to deliver shared benefits, enhance global economic governance, and increase the representation and say of emerging markets and developing countries. This will ensure that all countries enjoy equal rights, follow the rules as equals, and share equal opportunities.
Ladies and Gentlemen,
This year, facing a complicated and challenging domestic and international environment for development, China has risen to various challenges and taken well-coordinated steps to respond to COVID-19 and pursue economic and social development. Putting the people and their lives first, China has built a strong line of defense against the virus, and consolidated the gains made in COVID-19 response. Thanks to these efforts, we have protected people's lives and health and ensured overall stable performance in economic and social development to the maximum extent possible. We will step up macroeconomic policy adjustment, and adopt more forceful measures to deliver the economic and social development goals for the whole year and minimize the impact of COVID-19.
In the second half of this year, the Communist Party of China will convene its 20th National Congress, which will chart the course for the next phase of China's development. We will ground our efforts in the new development stage, follow the new development philosophy, foster a new development paradigm and strive to achieve high-quality development. China will continue to pursue opening-up against higher standards, develop new systems for a higher-standard open economy, and continue to foster a market- and law-based and internationalized business environment. I warmly welcome you to invest and do business in China, strengthen business cooperation with China, and share in China's development opportunities.
Ladies and Gentlemen,
The BRICS mechanism is an important cooperation platform for emerging markets and developing countries. The business community is a dynamic force driving BRICS' effective cooperation. Over the years, you in the business communities of BRICS countries have kept exploring new ground, unlocked the potential of cooperation among the five countries, and made important contribution to the development of BRICS countries. Your efforts deserve full recognition.
BRICS cooperation has now entered a new stage of high-quality development. I hope that you business leaders will continue to act with tenacity and in a pioneering spirit, and champion open, innovative and shared development so as to add new impetus to BRICS cooperation. You should tap into the complementarity of BRICS countries' diverse economic structures and resources, upgrade cooperation on trade, investment and finance, expand cooperation on cross-border e-commerce, logistics, local currencies and credit rating, and keep industrial and supply chains safe and unclogged. I hope you will actively participate in building the BRICS Partnership on New Industrial Revolution, strengthen cooperation on digital economy, smart manufacturing, clean energy and low-carbon technology, and support the industrial restructuring and upgrading in BRICS countries. I hope you will advance cooperation on energy, food, infrastructure and skill training, fulfill your social responsibilities, and see that more benefits of development will reach everyone in a more equitable way.
I am convinced that as long as we hoist high the sail of mutual benefit and win-win and keep a steady hand on the tiller of solidarity and cooperation, we will break waves and steer the giant ship of BRICS countries toward a brighter future!
To conclude, I wish the BRICS Business Forum a full success!
Thank you. ■
BEIJING, June 19 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, presided over the 40th group study session of the Political Bureau of the CPC Central Committee on Friday afternoon to discuss the issue of making coordinated efforts to ensure officials do not dare, are not able, and have no desire to commit corruption.
Combating corruption is the most important political issue that concerns the people's trust and support. It is a fight that we cannot afford to lose. We must deepen our understanding of improving Party conduct, building clean government, and fighting against corruption under the new circumstances, enhance our ability to advance coordinated efforts to ensure that officials do not dare to engage in corruption and that they have neither the opportunity nor the desire to do so, and thus win this tough and prolonged battle in all respects, Xi stressed.
Liu Meipin, director of the Case Supervision and Management Office of the CPC Central Commission for Discipline Inspection and the National Supervisory Commission, explained the issue and put forward suggestions. Then members of the Political Bureau conducted a discussion.
Presiding over the study session, Xi made important remarks. To have the courage to carry out self-reform is the most distinctive part of our Party's character tempered during century-long struggles. Throughout different historical periods, our Party has stayed committed to strict self-governance. Upon entering the new era, we have put forward a series of new concepts, ideas, and strategies to incorporate the Party's strict self-governance in all respects into the Four-pronged Comprehensive Strategy, and we have explored an effective approach to avoiding the historical cycle of rise and fall through self-reform. With unmatched efforts to combat corruption and uphold integrity and as a Party with unity and solidarity at the forefront of the times, our Party has seized the historical initiative in maintaining close ties with the people and winning their wholehearted support and in leading the Chinese people toward national rejuvenation.
Xi noted that since the Party's 18th National Congress in 2012, we have seen marked achievements in combating corruption and accumulated valuable experiences. First, we have set up the work system for fighting corruption under the Party's overall leadership. We have improved systems and mechanisms under which the synergy of efforts makes a difference. They are characterized by unified leadership of the CPC Central Committee, command and coordination of Party committees at different levels, organization and coordination of discipline inspection commissions and supervision commissions, effective cooperation between functional departments, and participation and support of the people.
Second, we have started from addressing the symptoms of corruption and incorporated the incremental achievements into the fight to eradicate the root causes, to ensure that Party members and officials are deterred from abuse of power, are not able to be corrupt as confined by the system, and have no desire to commit corruption because of their clear conscience and political awareness.
Third, we have maintained the severity in our discipline and punishment that are meted out to corrupt elements, with zero tolerance toward corruption. We have worked hard to resolutely contain the increase of corruption while cleaning up the remains of corruption. We have strictly dealt with corruption that hampers the implementation of the Party's theories, guidelines, principles, and policies and that undermines the Party's governing foundations. We have showed no mercy in ridding our Party of the corrupt elements who feigned compliance and practiced duplicity. To further anti-corruption work in key areas, our attitude has remained unchanged, determination undiminished, and discipline unabated.
Fourth, we have built tight the cage of institutions that prevents corruption by forming a relatively complete system of intraparty regulations and anti-corruption laws. We have enforced Party discipline and laws more stringently to prevent some from taking advantage of loopholes in the systems and made sure that all the laws, regulations, and institutions work effectively and produce a synergy to make anti-corruption mechanisms bite.
Fifth, the ideological defense against corruption has been built up. Party members and officials have been equipped with correct ideals and convictions, and the whole Party has been armed with its new theories. Party members and officials have also cultivated their conduct and mind with fine Chinese cultural traditions. As such, they have developed moral integrity and correct political convictions.
Sixth, we have strengthened checks on and oversight over the exercise of power and deepened reform of the Party's discipline inspection system and the national supervision system. We have ensured that internal oversight covers the whole Party, and that supervision covers everyone working in the public sector, strengthened the Party's self-supervision and subjected ourselves to public oversight, and integrated identifying problems, promoting rectification, boosting reform, and improving institutions. We have educated and guided Party members and officials to exercise power for public affairs only, in accordance with the law, and for the interests of the people and never to abuse the power in their hands.
Xi stressed that corruption takes place because various unhealthy factors inside the Party have been accumulating and deteriorating for a long period of time, and that crackdown on corruption is to combat all pathogens that undermine the Party's advanced nature and purity. Such battle is so complex and tough that we can hardly allow even the slightest concession or compromise. We must have the courage to face problems squarely and be braced for the pain, and remain firm in fighting corruption, removing its roots, and clearing away its negative influence, so as to ensure the Party's nature remains unchanged and our socialist country stands forever.
Xi noted that although we have won overwhelming victory in the fight against corruption and fully consolidated what has been achieved, the situation is still tough and complex. We should never underestimate the stubbornness and harm of corruption. We must carry the anti-corruption campaign through to the end. To make coordinated efforts to see to it that officials have no audacity, opportunity, or desire to engage in corruption, actions in the three aspects must be taken at the same time, to the same direction, and in an all-round manner. In this way, the deterrence of discipline and punishment to ensure that officials do not dare to abuse their power, the cage of institutions to ensure that officials are unable to do so, and the ideological defense to ensure that officials have no desire to be corrupt can be integrated. A "full cycle" management mode can be used to ensure that all measures coordinate with each other in terms of policy orientation, complement each other in the process of implementation, and bring out the best in each other in terms of effects.
Xi stressed that we must strengthen the CPC Central Committee's centralized, unified leadership over anti-corruption work, give full play to the Party's political, organizational, and institutional strengths, and ensure Party committees and leading Party members' groups of all levels take on their responsibilities in strengthening Party self-governance in all respects, with particular emphasis on the responsibilities of heads of Party and government bodies. We must make sure that relevant functional departments coordinate and fulfill their supervisory duties, so as to perfect the accountability framework for Party self-governance in which all sectors carry out their respective responsibilities and coordinate with each other. The anti-corruption campaigns should be coordinated with the Party's political, ideological, organizational, conduct, disciplinary, and institutional development. We should launch a comprehensive offensive against corruption, with political supervision, ideological education, organizational management, improvement of Party conduct, discipline enforcement, and institutional improvement all playing important roles in preventing and curbing corruption.
Xi noted that we should stay vigilant and strike hard with zero tolerance of corruption, and coordinate our efforts in various fields to reduce recurring problems until they are eliminated and prevent new ones from spreading. We should resolutely contain the emergence of new corruption cases and eliminate the existing ones. We need to have an accurate understanding of the characteristics of corruption in different stages and its changing patterns, focus on major areas and key links, take firm actions to "take out tigers," "swat flies," and "hunt down foxes," eliminate high-risk industry-specific and institutional corruption, and effectively prevent and defuse the risks of corruption and economic and social risks related to it. In light of their actual conditions, all localities and departments should conduct in-depth analysis of their own political ecology, identify prominent features, key areas, and vulnerable links of corruption, and carry out targeted rectification with all-out efforts so as to achieve results.
Xi stressed that we should address the source of corruption by improving mechanisms and systems for the use of power and management of officials, so as to realize regular and long-term prevention and control of corruption. We should try to reduce opportunities for corruption and, for those exercising powers such as of policy-making, decision-making, administrative approval and supervision, and law enforcement, we should impose strict regulations on their duties and jurisdictions, introduce standard work procedures, tighten checks on their exercise of power, and reduce illicit interference in micro-economic activities. We should take effective actions to prevent corruption from growing, introduce prevention measures in the earlier stage, enhance everyday management and oversight, and make precise use of the four forms of oversight over discipline compliance, so that problems can be identified early and rectified while they are nascent and layers of prevention against corruption can be in place. We should carry forward the Party's glorious traditions and fine conduct, launch targeted education on the Party spirit and campaigns to enhance Party members' awareness of the need to combat corruption, nurture our body and mind with a probity culture, establish an evaluation system of officials that meets the needs of the new stage and new era, and pay close attention to educating and guiding young officials. A mechanism must be established between early warning against corruption and the punishment of corrupt elements. We should strengthen analysis and research on new features of corruption such as deeply-hidden ways of abuse of power and varied methods of rent-seeking and improve our capability to promptly detect and effectively deal with corruption.
Xi called for deepening the reform of the oversight systems of the Party and the state, with intraparty oversight as the mainstay, for promoting the integration of various oversight forces and oversight work, and for improving the coverage and effectiveness of the oversight of power in order to ensure that it is not abused in any way. Xi required that intraparty regulations and the national legal system must be optimized and anti-corruption laws and regulations involving foreign countries improved at a faster pace. We must strictly implement our institutions and internalize the compliance with rules and disciplines into the ideological and political consciousness of Party members and officials, Xi said. When carrying on self-reform, we should rely on people's support and help to solve our own problems.
Xi stressed that comprehensively governing the Party with strict discipline and fighting against corruption must start with the management of leading officials, especially senior officials. The higher an official's position is, the more power he or she has, the more he or she should hold in veneration his or her work and be self-disciplined. Leading officials, especially senior ones, should strictly discipline not only themselves, but also their family members and people around them. They should make efforts to create a clean environment in the sectors under their immediate or indirect supervision. They must set a good example themselves in creating a clean political ecology, building a clean work relationship among colleagues and between ranking officials and their subordinates, and drawing a clear demarcation line between government departments and businesspeople. Their good example should help create a social environment where social morals prevail.
Members of the Political Bureau must uphold the highest standards as far as self-discipline is concerned. They must be the first to do what the Party requires its members to do, and resolutely refrain from doing whatever the Party prohibits its members from doing, Xi said.
Xi stressed that discipline inspection and supervision agencies must take the initiative to respond to new situations and new challenges in the fight against corruption, deepen their understanding of the laws governing Party management and the anti-corruption struggle, constantly improve their capabilities and work performance, and accept, of their own accord, oversight from the Party and all sectors of society. With the spirit of self-reform, they must never be blind to their own problems.
Discipline inspection and supervision officials must be loyal to the Party, have firm political convictions, remain selfless and fearless, always uphold the Party spirit, enforce discipline impartially, exercise power prudently, dare to and be good at fighting against corruption, and truly ensure that the CPC Central Committee is rest assured and people are satisfied with their work, Xi noted. ■
